Stack Infrastructure is the developer, and power is the build-out's heartbeat: Dominion Energy's Culpeper Tech Zone 230 kV transmission project received its final order from the Virginia State Corporation Commission in March 2026, clearing a major permitting hurdle. In August, a Blue Owl Capital-backed entity of Stack Infrastructure bought the separate 71-acre Culpeper Technology Park at 15140 Keyser Road for $66.36 million, roughly $935,000 an acre.
